A deep rules engine tells you what is legal. It does not tell you what is humane.
Shift Admin is well known in emergency medicine and does the core job well: encode your group's rules, generate a compliant schedule, distribute it.
Rules answer a binary question — does this schedule violate anything? Fatigue is not binary. Two schedules can both pass every rule and be very different to live through.

Can rules alone prevent physician fatigue?
Rules prevent the worst violations. They cannot rank two rule-compliant schedules, which is where most of the real fatigue difference between months comes from.
Does AIER Schedule support hard rules?
Yes. Hard constraints such as minimum rest, maximum consecutive shifts, and per-provider limits are enforced; fatigue scoring runs on top of them.
